New Program will be created as a top level program

Adding a program as a descendant to a program or a phase failed because it requires modifying the parent item's properties. Instead, the program was created as a top-level program.

You must have security permissions to modify the parent item's properties if you want to create a program or phase as a descendant of that item. Contact your security administrator to request the appropriate permissions.
