Failed to create the program as the Power Up Handler program

The current mode prevented the creation of the program as the Power Up Handler program.

Remote Run, Hard Run, or Debug mode prevents creating or changing the Power Up Handler program. Change the controller mode to any other mode and then try to create the program.
