The starting public IP address is blank or invalid. The valid range is:

Class A (Netid.hostid.hostid.hostid): 1.0.0.0–126.255.255.255

Class B (Netid.Netid.hosid.hostid): 128.0.0.0–191.255.255.255

Class C (Netid.Netid.Netid.hostid): 192.0.0.0–223.255.255.255
