Ramping and Program State inconsistent
The Ramp to Program condition is set (via a check box), but the Program State is Hold Last State. The Program State must be a user defined value for the Ramp to Program bit to be set.

The smallest storage location in memory that contains either a 1 (ON) or a 0 (OFF).
Either enter a user defined value for the output state, or clear the ‘Ramp to Program’ check box.
