User Program Value and Program State inconsistent
The User Program Value is non-zero, but the Program State is set to Hold Last State. The User Program Value must be zero if the Program State is Hold Last State.
Either set the User Program Value to zero, or set the Program State to User.
The User Program Value is a specific value set if the owner controller is switched into
Program mode.

Program mode
The controller mode during which logic is not executing, outputs are not controlled, and editing operations are available. If the keyswitch is in Remote, the controller is in Remote Program mode.
