Failed to create the program as the Controller Fault Handler program

Problem creating the program as the Controller Fault Handler program. Not allowed in the current mode.

Cannot create or change the Controller Fault Handler program while in Remote Run, Hard Run, or Debug mode. Change the controller mode to any other mode and then try to create the program.
