Drive is permitting motor torque while the safety controller is in Program Mode

The CIP safety drive associated with this axis is currently permitting motor torque while the safety controller is in Program Mode. This occurs when a Motion Direct Command is issued to a drive where the Safe Torque Off function has been bypassed.
